What can the Government do to stop Hearing Problems?

The European Union has ruled to put noise limiting controls on personal music players (September 2009) in a move to protect children and teenagers as too many people have got partial deafness or even severe deafness. In many cases schools have banned the ipod from use inside school hours as it interrupts concerntration on work and socialising skills are avoided at lunch times as students don't talk. One thing the Australian government could  do is an ad campaign about the effects of listening to you ipod too loud similar to the one used to stop people smoking. Another idea is to promote noise-cancelling headphones which allow you to listen to your Ipod at a lower volume as you don't have to hear over background noises.  People in the government want to spend money on making high quality devices that don't let your ipod go higher than 70-75dBs. Another idea being suggested is putting up a display message on your ipod if you are listening to it at a high level. The Government says " This is an easy fix solution " but if it is easy to fix then why hasn't it been done yet.
